 Mentor-Protégé Program

The DON Mentor-Protégé Program (MPP) assists small businesses (Protégés) to successfully compete for prime contract and subcontract awards by partnering with large companies (Mentors) under individual, project-based Agreements. The Department of Defense (DoD) Pilot MPP was established under Section 831 of Public Law 101-510, the National Defense Authorization Act for Fiscal Year 1991 (10 U.S.C. 2302 note). The program has been extended through September 30, 2018.

Program Announcements

The current authorization for the Department of Defense (DoD) Mentor Protégé Pilot Program expires on 30 September 2018. While the DoD is currently working on getting the program reauthorized, a gap in authorization is anticipated. As such, no new agreements will be executed after 30 September 2018. All current agreements and any agreements executed by 30 September 2018 will continue to the end of the agreement period of performance or 30 September 2021 whichever comes first.

In response to the aforementioned concern, the Department of the Navy (DON) Office of Small Business Programs (OSBP) is loosening the policy/guidance regarding proposal submission cycle time lines published in its Mentor Protégé Program Guide Book. All other Guide Book policies, guidance and procedures remain in force and must be followed.

Effective immediately, the DON will be accepting Mentor Protégé Agreement (MPA) proposals on a continuous basis until 30 August 2018. Perspective Mentors are encouraged to start working on MPA proposals right away to ensure sufficient time for processing. While the DON OSBP will accept proposed agreements until 30 August, those received by the DON Mentor Protégé Program Manager after 15 July 2018 may be at risk of not being funded.

  • Certifications
  • Construction
  • Engineering
  • Manufacturing
The DON MPP will accept Mentor-Protégé Agreements during these following timeframes:
  • June 1st - 30th
  • November 1st - 30th

Department of Defense (DoD) Nunn Perry Award

The prestigious Nunn-Perry Award, named in honor of former Senator Sam Nunn and former Secretary of Defense William Perry, was first awarded in 1995 to recognize outstanding Mentor-Protégé teams formed under the auspices of the DoD Mentor-Protégé program.
