Documenting the Rationale for the Use of Fixed-Price Incentive Contracts and the Rationale for the Incentive Structure (04/13/2017)

Summary:  The memo reminds contracting officers that a D&F is required for the use of an incentive-type contract and the D&F must be in the contract file. Additionally, the rationale for the incentive structure must be documented in the pre- and post- business clearance memoranda.
