Our military and civilian personnel are the single most important resource we have to advance the Naval mission and ensure the national security dominance our Nation deserves.

Firmly grounded in law and regulation, the Assistant Secretary of the Navy Manpower and Reserve Affairs (ASN M&RA) is charged by Title X for the overall supervision of manpower and reserve component affairs of the Department of the Navy.

As such, the Office of ASN (M&RA) provides programs and policy related to military personnel (active, reserve, retired), family members, and the civilian workforce to include quality of life programs, military healthcare programs, personnel readiness; executive management for all senior civilian leaders; tracking of the contractor workforce; total force integration/analytics and oversight of HR systems with the DON.

Catherine L. Kessmeier is responsible for the overall supervision and oversight of manpower and reserve component affairs of the Department of the Navy, including the development of programs and policy related to military personnel (active, reserve, retired), their family members and the civilian workforce; and the oversight of the Office of Equal Employment Opportunity, Sexual Assault Prevention Program Office, and Human Resources systems within the Department.
