The Innovation Cell (IC) is a fundamental change in how the Navy acquires technology. As speed in industry innovation is driving the DoD to modify acquisition cycles, the Innovation Cell will lead the Navy’s charge into the commercially available technology arena by delivering technology and acquisition insight to Navy programs as a whole. A collective approach between the Program Management Offices (PMOs), Industry, and the IC will ensure timely, innovative solutions for enterprise-wide needs.

1. EC Origination - An Enterprise Challenge (EC) documents a Navy need and its execution addresses that need by evaluating possible solutions. Ideas/requirements for ECs are submitted by warfighters, Navy leadership, PMOs/PMWs, InnCell subject matter experts, external government entities, and/or Industry partners. InnCell SMEs review ideas for clarity and technical feasibility and Navy leadership provides direction on priorities, funding, and EC sponsorship.
2. EC approval and strategy - The EC team (InnCell along with the EC sponsor) will define the acquisition strategy, budget and funding, assessment criteria, and technical requirements. Once this is complete, the EC is released.
3. Assessment phase - InnCell collaborates with each EC sponsor to develop the assessment plans and procedures and evaluates EC responses accordingly. This process may include market research, laboratory-based technical evaluation, or both.
4. Transition phase - A recommended strategy is presented to the sponsor based on the Assessment Phase evaluations. The sponsor will manage the process of implementation and rollout, including any pilots performed. InnCell will provide technical assistance on an as-needed basis.
