Command Master Chief Bather, was born in the Parish of St Catherine, Jamaica, West Indies. His family later immigrated to New York City, New York in 1983. He graduated Harry S. Truman High School in 1985, and attended Royal Business School in Queens, New York. He joined the Navy’s Delayed Entry Program in July 1986 and completed basic training at RTC San Diego, California in October 1986 and Disbursing Clerk "A" School in Meridian, Mississippi in December 1986. He attended the Senior Enlisted Academy in 2002; class 102 Brown. After selection to MCPO in 2003, Master Chief Bather immediately applied for and was selected into the CMC program. He attended CMC/COB Course in 2004 and later attended the National Defense University, Senior Enlisted Keystone Leadership Course in February 2010.
Master Chief Bather’s previous Command Master Chief tours were aboard USS HARRY S. TRUMAN (CVN 75), Fleet Readiness Center Mid-Atlantic and aboard USS MITSCHER (DDG 57). TRUMAN completed a successful Deployment earned the 2010 Commander, Naval Air Force, U.S. Atlantic Fleet Battle "E" Award and runner up for the 2010 Flatley Award, earned 13 of 14 individual Departmental Excellence Awards, was runner up for the 2010 U.S. Fleet Forces' Battenberg Cup nomination for Nuclear Powered Aircraft Carriers and earned the 2011 Retention Excellence Award. MITSCHER completed two highly successful deployments, effective Basic Phase, two ULTRA-S assessments, Neptune Warrior 06-3, earned two Commander, Naval Surface Force, U.S. Atlantic Fleet's Battle Effectiveness Awards, the 2006 Retention Excellence Award and a highly successful INSURV. At Fleet Readiness Center Mid-Atlantic he was a key player in the transformation of nine activities merging into a single command to include staffing, enlisted manning, mission integration, and functional alignment.
Other sea duty assignments were USS ENTERPRISE (CVN 65), Fighter Squadron Two (VF-2) and USS MCKEE (AS 41). During his career, he completed a total of seven deployments to the Arabian Gulf, Western Pacific, Mediterranean Sea, and South America.
Other shore assignments were SPAWAR System Center, New Orleans, Norfolk Detachment; Navy Recruiting Station Oxon Hill, Maryland (NRD Philadelphia) and Personnel Support Activity San Diego California, Detachment Balboa.
Master Chief Bather's personal decorations include: Meritorious Service Medal (two awards), Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (four awards), Good Conduct Medal (seven awards) and various service and campaign awards. Master Chief Bather and his wife Charla are proud parents of two Sailors, James and Ryan and their youngest son Devonte.
