In 2015, the Pacific Programs Office (PPO) was established to transition the role and responsibilities from the Joint Guam Program Office (JGPO), to include continued management of the rebasing of Marine Corps assets from Okinawa to Guam. The PPO continues to serve in the role of action proponent for the program, though day to day management and execution of the program has transitioned to the US Marine Corps. The PPO provides oversite of the program’s environmental planning, compliance and mitigation implementation, basing matters, implementation of the Record of Decision and associated decision documents. The PPO is responsible for continued coordination with the Office of Economic Adjustment, Service stakeholders, federal regulators, Governments of Japan, Guam, and Commonwealth of the Northern Mariana Islands, other Federal agencies, and the Congress in order to manage the comprehensive redevelopment effort. PPO is a staff organization within the office of the Assistant Secretary of the Navy for Energy, Installations and Environment (ASN EI&E). PPO is headed by CAPT Warren LeBeau and consists of a Washington-based staff.
