Director, Joint Guam Program Office

The Joint Guam Program Office (JGPO) was established in August 2006 in order to facilitate, manage and execute requirements associated with the rebasing of Marine Corps assets from Okinawa to Guam.  JGPO is the lead for coordinating planning efforts among the Department of Defense (DoD) and other stakeholders to consolidate, optimize, and integrate the existing DoD infrastructure capabilities on Guam.  JGPO is the action proponent for the Environmental Impact Statement (EIS) covering the Marine Corps relocation effort, building of a transient aircraft carrier pier, and establishing an Army air & missile defense task force.  JGPO is uniquely positioned as it is required to work closely with the Governments of Japan, Guam, and Commonwealth of the Northern Mariana Islands, other Federal agencies, and the Congress in order to manage the comprehensive redevelopment effort.

JGPO is a staff organization within the office of the Assistant Secretary of the Navy for Energy, Installations and Environment (ASN EI&E).    JGPO is headed by Mr. Joseph Ludovici and consists of a Washington-based staff as well as a satellite office on Guam.
