(PLEASE NOTE: If you receive an Access Denied message when you try to access the GRB Platform, please try using your "DoD CAC Cert" instead of your "EMAIL CAC Cert". This usually resolves the issue.)

The GRB Platform is an automated, secure, self-service Web application that allows employees to make health insurance, life insurance, and Thrift Savings Plan contribution elections, review general and personal benefits information, and calculates retirement estimates. In 2012 to protect personally identifiable information, employees can only access EBIS from a .mil, .edu or .gov environment and using their DoD Common Access Card (CAC).

 DONCEAP – Department of the Navy Civilian Employee Assistance Program

NOTICE: The United States Department of Health and Human Services (HHS) has disrupted services for the Department of the Navy Civilian Employee Assistance Program (DONCEAP) beginning yesterday, Sunday, September 1, 2019, at 12:01 am (EST). While we have funding available, HHS had directed Federal Occupational Health (FOH), the provider of Employee Assistance Program (EAP) services and Civilian Health Promotion Services (CHPS), to suspend services to all Department of Defense (DoD) components. We are doing everything we can to get the services restored as quickly as possible. In the interim, we have placed notifications on our DONCEAP links that state we are expecting a temporary disruption but are actively working to get the program back on line. Calls to the DONCEAP hotline will be answered and members deemed in a crisis mode will receive a warm handoff (e.g., National Suicide Hotline). No other services will be provided until we resolve the contract concerns.

Department of the Navy employees are busy juggling work and family and it is not unusual to encounter difficulties with stress, family, relationships, alcohol, work, or other issues which impact their quality of life. The Department of the Navy values its employees and has partnered with the Department of Health and Human Services Federal Occupational Health (FOH) to provide a new centralized employee assistance and work/life program for employees and their families. The Department of the Navy Civilian Employee Assistance Program (DONCEAP) provides a wide range of services to employees and their families.

Employees can access services 24/7 through the DONCEAP website or by phone. A professionally staffed call center (1-844-DONCEAP) can provide answers to questions, research information, link employees to a wide variety of qualified local services and provide licensed confidential support to help with difficult issues. The Travel Assistance Center (TAC) is available to all DoD travelers 24 hours a day, seven days a week. Staffed by a team of trained analysts, the TAC offers assistance on the spectrum of DoD travel including DTS, Government Travel Charge Card, Commercial Travel Programs, Travel Policy, and 24-hour Recruit Assistance.
