Mr. William O'Donnell

Department of the Navy Assistant for Administration

Mr. William O'Donnell is the Department of the Navy Assistant for Administration. He provides administrative management and support to the Office of the Secretary of the Navy, its 6,000 member Secretariat, staff offices, field activities and supported organizations.

Prior to assuming this position, Mr. O'Donnell served as the Director, Intelligence, Plans and Resource Integration (J2/5/8R), Defense Threat Reduction Agency (DTRA) at Fort Belvoir, VA. DTRA safeguards America and its allies from weapons of mass destruction (chemical, biological, radiological, nuclear, and high explosives) by providing capabilities to reduce, eliminate, and counter the threat and mitigate its effects.

Intelligence, Plans, and Resource Integration is responsible for Agency Concepts and Capabilities Plans and Doctrine Integration Planning, Capability and Resource Analysis, Future Plans, Regional Engagement/Liaison. Performs related staff functions and integrates J2/5/8R actions with other Agency/Center activities for the Director.

Previous to this position, Mr. O'Donnell served as Deputy Associate Director, Business Enterprise. He spent a year as a limited term Senior Executive with the Department of the Navy serving first as the Assistant for Administration (Acting) in the Office of the Under Secretary, then as the Deputy Assistant for Administration.

From February 2000 to June 2007, he served as a Senior Budget Analyst and then Director, Facilities & Support Services Division in the Office of the Assistant for Administration, Under Secretary of the Navy heading the Department of the Navy efforts during the renovation of the Pentagon, and leading the Department of the Navy Headquarters in its facility recovery efforts following the terrorist attack on the Pentagon in September 2001.

From August 1994 to January 2000, Mr. O'Donnell was the Base Realignment Program Manager, and then the Business Manager for Naval Air Station Lemoore, CA. He led efforts including the $400 million construction effort to site the Navy's newest Strike/Fighter Aircraft, the F/A-18E/F Super Hornet, at NAS Lemoore, replacement of over 1300 military family housing units, construction of a Naval Hospital, and conducting a commercial activities study involving over 700 civilian and military employees.

Mr. O'Donnell's other assignments have included: Public Works Officer/resident Officer in Charge of Construction at Naval Air Station Lemoore CA; Officer in Charge Naval Construction Battalion Unit 423 at Naval Station New York, NY; and Engineering Officer/Officer in Charge Detachment Diego Garcia with Naval Mobile Construction Battalion SEVEN home ported in Gulfport, MS.

Mr. O'Donnell holds a Bachelor's Degree in Mechanical Engineering from the University of Lowell in Massachusetts and a Master's in Mechanical Engineering from The Pennsylvania State University.
