There is a current vacancy for an Assistant Counsel within the Naval Facilities Engineering Command, Europe, Africa, Central Command (NAVFAC EURAFCENT) in Naples, Italy. NAVFAC EURAFCENT is a field activity of the NAVFAC Atlantic Office of Counsel, Norfolk, VA, and is part of the NAVFAC Office of Counsel, which is headquartered in Washington, DC, and comprised of approximately 100 attorneys around the world. The NAVFAC EURAFCENT Office of Counsel is comprised of 5 attorneys (including the subject position) who are resident in Naples, Italy. Legal advice is provided across the full range of issues encountered by the client. Practice areas include: acquisition and construction; facilities management; architecture/engineering and base operating services; real estate; civilian personnel law; environmental law; and the areas of ethics; fiscal law; the Freedom of Information Act and the Privacy Act. An added dimension of the practice is that legal issues often arise within the context of U.S. rights and obligations under the various host nation Status of Forces Agreements as well as a myriad of international agreements and foreign laws and regulations, all of which must be taken into account. Travel by military or commercial aircraft is periodically required.

The successful applicant’s duties will be primarily in the areas of acquisition; however, may also be assigned to duties in the other practice areas as noted above, as the need arises. Some travel, both OCONUS and to CONUS may be required. This position has a GS-14 full-performance level. Pay retention will be considered. To be eligible at the GS-14 level, an applicant must have three and one half years of professional legal experience, a significant portion of which reflects directly supporting contract formation and administration.

Additional compensation includes a tax-free housing allowance and a tax-free post allowance in lieu of locality pay. The housing allowance (Living Quarters Allowance or LQA) is subject to periodic readjustment.
