Summary:  Proper line item structure, including selection of appropriate units of measure, is a vital element of meeting financial audit requirements that have been designated a top priority by the Secretary of Defense.  The Director, Defense Procurement and Acquisition Policy memorandum, "Contract Line Item Pricing Integrity," date October 3, 2011 established an authoritative list of units of measure for use on contract line items.  The intent was to eliminate units that could not be used to clearly identify a supply or service and to enforce data standards.  Subsequent reviews of that list have  identified needed revisions to eliminate units that are not useful in identifying contract deliverables (e.g. Amperes) and to add units of measure that have been added to the logistics data standards so as to ensure conformance Defense Logistics Manual (DLM) 4000.25.
