Compliance with Terminations for Default and Cause Reporting Requirements Tracker - Fiscal Year 2014 through Third Quarter Fiscal Year 2015

Reference:  DPAP Memo, August 12, 2015 -- http://www.acq.osd.mil/dpap/policy/policyvault/USA004469-15-DPAP.pdf
Attachment:  Non-reported Navy Actions

Summary:  To ensure contracting officers have sufficient information to inform responsibility determinations, requirements exist in the FAR requiring reports of Terminations for Default and Cause in the FPDS and FAPIS systems.  According to the OSD memorandum, same subject, dated August 12, 2015, OMB measures compliance with this reporting requirement and therefore, OSD has begun tracking compliance.

According to the data as of July 21, 2015, 18.4% (or 19 of 103 actions) of Navy actions reported as terminations in the FPDS system had not yet been reported to the FAPIS system.  Assuming the reporting to FPDS was accurate, attached is the list of the 19 actions which appear to be missing from the FAPIS system.  Corrective action on the parts of NAVSUP, NAVAIR, ONR, NAVSEA, and SSP appear to be necessary to address the missing reports.
