Class Deviation - Requirements for Contractor Personnel Performing in the U.S. Southern Command Area of Responsibility

The attached memorandum forwards DPAP memorandum of October 3, 2014 which informs the DOD contracting community of a class deviation to mandate use of the clause DFARS 252.225-7987, "Requirements for Contractor Personnel Performing in USSOUTHCOM Area of Responsibility," in all solicitations and contracts with performance in the USSOUTHCOM area of responsibility.

Effective immediately and when the clause at DFARS 252.225-7040 does not apply, contracting officers shall use the clause DFARS 252.225-7987 in all solicitations and contracts with performance in the USSOUTHCOM area of responsibility. Use of the clause shall be applicable for requirements including, but not limited to: personnel support requirements; personnel pre-travel requirements; personnel medical suitability screening; and, personnel data capture to include use of the Synchronized Predeployment and Operation Tracker (SPOT) web-based system during operational phases (to include prior to the start of travel to the USSOUTHCOM AOR).
