DASN RDT&E

Mission Statement

The Deputy Assistant Secretary of the Navy for Research Development Test and Evaluation (RDT&E) is the principal advisor and policy coordinator for the Assistant Secretary of the Navy (Research, Development, and Acquisition) (ASN (RDA)), on all matters pertaining to Navy science, technology, advanced research and development programs; system prototype programs; and management of science and engineering.

  • Coordination with Senior Naval and DoD officials at USD (AT&L), ASD (R&E), ASD (R&E, Director of DoD Labs), DOT&E, DoD DT&E, Office of Naval Research (ONR), Naval and Marine Corps Systems Commands (SYSCOMs), Naval Laboratory, Naval Warfare/Systems Centers, Program Executive Offices (PEOs) and Program Managers to facilitate advancement of technology systems into the Fleet and/or development programs. Includes:
    • Leadership and management of the Department of the Navy (DON) Chief Systems Engineer (CHSENG)
    • Functional Acquisition Workforce Competency Leader for Systems Engineering (SPRDE, DIWIA)
    • Functional Competency Manager for the DON Engineering (non-construction) workforce
    • Leadership and management of the DON’s Deputy for Test and Evaluation (T&E) for acquisition, which has a dual reporting relationship with the DON T&E Executive (N091)
    • Leader of DON Science and Engineering Capability, Capacity and Infrastructure at Laboratories and Warfare/Systems Centers
    • Investment manager providing oversight and balance of all DON RDT&E accounts
  • Acts as liaison with industry, academia, Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs) and outside agencies, both foreign and domestic
  • Advises the ASN (RD&A) in preparation for congressional testimony or international steering committees regarding DON RDT&E
  • Coordinates and advises on RDT&E investments, including Future Naval Capabilities (FNCs), Advanced Technology Demonstrations (ATDS), Joint Capability Technology Demonstrations (JCTDs), Technology Transition and Open Architecture
  • Advises ASN(RDA) and interacts with ONR, DASN (M&B) and ASN (FM&C) in identifying:
    • Promising program, R&D efforts and approaches
    • Programs to be eliminated or improved
    • Accurate evaluation of program results
