Mission Statement

The Deputy Assistant Secretary of the Navy for Management and Budget (DASN M&B) is the principal advisor and coordinator for the Assistant Secretary of the Navy (Research, Development, and Acquisition) (ASN (RDA)), on all matters pertaining to the Programming, Planning, Budgeting, and Execution System (PPBES), Strategic Acquisition Planning, Acquisition Programmatics, Analysis, and Congressional liaison issues across all domains within ASN (RDA).

  • Advisor for all ASN (RDA) involvement under the PPBES process and serves as the Central ASN (RDA) Point of Contact for interface with Office of the Chief of Naval Operations (OPNAV), Headquarters Marine Corps (HQMC), ASN ((Financial Management and Comptroller) (FM&C)) and Joint Chiefs of Staff (JCS), and the Office of the Secretary of Defense (OSD) for PPBES matters.
  • Directs and advises all aspects of strategic acquisition planning through the establishment of short and long range planning processes, program specific metrics, and strategic goal setting, and programmatic portfolio management through the application of strategic acquisition planning and comprehensive automated software tools.
  • Directs Congressional activities for the ASN (RDA) in coordination with the Office of Legislative Affairs and the Appropriations Matters Office.
  • Manages the ASN (RDA) Information System.
  • Coordinates appropriate actions related to GAO/ DODIG/ NAS/NIG AUDIT announcements, drafts, final, follow-up reports and coordinates the Managers' Internal Control Program.
  • Directs, coordinates, advises, and analyzes all Navy ACAT programs and documentation in support of Milestone Decisions and Program Reviews; designation of Navy ACAT programs; Defense Acquisition Execution Summary Reports; Selected Acquisition Reports; Acquisition Program Baselines and development, execution and maintenance of Navy's programmatic assessment tool - Dashboard within ASN (RDA).
  • Directs day-to-day business planning and operations for ASN (RDA).
  • Directs and executes strategic approach to create, develop, and sustain a workforce equipped to translate Fleet needs into delivered capability in an effective and efficient manner.
  • Interface directly with ASN(RD&A) and staff, Program Executive Officers and staffs including Program Managers, Direct Reporting Program Managers, the Chief of Naval Research, Systems Commands and USMC.
  • Acts as lead within ASN RD&A for all matters pertaining to Continuity of Operations (COOP) planning and execution.
