Mission

The Physical Evaluation Board Liaison Officer (PEBLO) under the direction of the Physical Evaluation Board (PEB) acts on behalf of the Secretary of the Navy in counseling Navy and Marine Corps personnel on their fitness for duty, rights, and entitlement to benefits. The PEBLO affords service members’ due process pursuant to the applicable laws and regulations while concurrently protecting the interests of the government and the Naval Service.​

  • Integrated Disability Evaluation System Consultation Course

    At the initial counseling from the Medical Evaluation Board case manager, the service member  is entered into the Disability Evaluation System (DES) and signed up for Integrated Disability Evaluation System Consultation Course (ICC) and given the name and telephone number of the PEBLO. The PEBLOs are mandated by Public Law to facilitate a ICC briefing to service member entered into the DES.

    • ICC briefing details but not limited to the following:
  1. Providing a clear explanation of the Disability Transitional Assistance Program (DTAP).
  2. Mission of the Physical Evaluation Board (PEB). 
  3. Providing the definition between a diagnosis and disability.
  4. Explains the duties and responsibilities of the Medical Evaluation Board (MEB).
  5. Policies that guide the unfit versus fit determination, fitness versus suitability, administrative processing, (i.e. administrative separation), and existed prior to service (EPTS).
  6. Defining what the differences between DoD and Department of Veterans Affairs systems.
  7. Reiterate what the case manager initially counseled the service member on the MEB contents, to include the purpose of a medical board report (MEBR), and how the MEB process works.
  8. Explains the location of the PEB, the dynamics of the board, and provide DES timelines at each DES stage.
  9. Enlighten service member on what will get their PEB case rejected, suspended, or terminated. (
  10. Explain the type of findings the service member can expect:
    • Fit for continued Naval Service.
    • Unfit for continued Naval Service (Category I, II, III, and IV).
    • Presumed Fit (P-Fit).
    • Physically Qualified (PQ) for continued Naval Reserve Service.
    • Not Physically Qualified (NPQ) for continued Naval Reserve Service.
    • Existed prior to service (EPTS).
  11. Inform the service member of their election of options (EOO):
    • Fit/P-Fit.
    • Unfit/EPTS: Permanent Limited Duty.
    • Petition for Relief.
    • Bureau for Correction of Naval Records (BCNR).
  12. Thoroughly explains the final disposition:
    • Separate with or without severance pay.
    • Temporary disability retired list (TDRL).
    • Permanent Disability retired list (PDRL).
    • Combat related determination:
      • armed conflict \
      • instrumentality of war
      • simulating war
      • extremely hazardous duty
      • Home Awaiting Orders.
  13. In addition to having outside agencies speaking to the service members from but not limited to Social Security Administration, Department of Veterans Affairs Benefits and Health Care, Vocational Rehabilitation, Navy College, Department of Labor, and Tricare.
