Functional Area Managers

On July 19, 2001, Secretary of Defense Donald Rumsfeld established the Defense Financial Management Modernization Program to develop a Department of Defense Business Enterprise Architecture and to oversee all financial management modernization efforts. Since then, the scope of this program has expanded to include Business Transformation. Functional specific Domains (including Financial Management) have been established to oversee this process and manage the systems portfolio, business processes, and transformation initiatives for their line of business. Recently, a Defense Business Systems Management Committee was established to approve the business enterprise architecture and to manage cross department end-to-end business systems and processes. As part of this effort, Investment Review Boards are being established to review and approve/advise on specific initiatives.

The Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) acts as the Department of the Navy's liaison to the Financial Management Domain (specifically) and the Business Management Modernization Program (where applicable). We manage the Department of the Navy's Financial Management Systems Portfolio, and share our systems inventory with the Financial Management Domain. We act as a conduit for information and guidance between the Domain and the Department of the Navy's systems owners/developers. We also assist in the review of financial management systems, including future participation in the Investment Review Board and its subordinate working group. In addition, the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller), serves as the Functional Area Manager for Department of the Navy Financial Management Systems. In this role, we work to reduce and consolidate financially related information technology applications and databases and develop and manage the Department’s information technology portfolio for systems, applications and databases related to financial management.
