Overview of the Department of The Navy Financial Management Workforce

We currently have a workforce of over 8,300 civilians. Civilian employees occupy 5 different job series - 505, 501, 510, 511, 503 – and are located throughout the world. Additionally, the DON has military members who have a financial management code and occupy FM billets in the Navy and the Marine Corps. We are an active community that communicates through various means. Our most senior advocate is the Assistant Secretary of the Navy (Financial Management and Comptroller).  Dr. Susan Rabern is the current Assistant Secretary.

The next level of our community structure is the Career Leadership Board. This board is comprised of all Senior Executive Service financial managers in the Department. The Senior Executive Service is the highest level a career federal government employee can attain. The Department of the Navy currently has approximately 25 Senior Executive financial managers. Because a Senior Executive member does not represent all organizations, to ensure completeness, we also utilize other methods to communicate and address human capital issues. Once a month there is a Wide Area Comptroller Meeting in which comptrollers from each Budget Submitting Office (BSO) meet with OASN(FM&C) senior staff to discuss issues. Additionally, email and/or websites are used as a means to communicate to BSOs items of interest that need to be addressed before a standing meeting. Wide distribution within the command structure of the BSO is always recommended regarding communiqués.
